71 of 71 figures sit in a row or column sum that works out.
p. 50. The table is printed as two side-by-side panels with the same three column headings; it is transcribed here as one panel, left panel rows (Board, Region: 1-12) first, then the right panel (Region—Contd., regions 13-22, Total). The stub column carries no printed heading. The right panel's third heading is printed/scanned as "Nu mbe of de- cisions issued" — the final "r" of "Number" is faint or clipped at the right edge of the crop. It is the same heading as the left panel's "Number of decisions issued", which is what is given in header_rows. Region 4, "Number of elections ordered": the cell holds only a dashed leader rule, transcribed as "". Arithmetic check (not used to alter any cell): the three printed totals reconcile exactly with the transcribed values — cases heard 28+700=728, elections ordered 75+289=364, decisions issued 93+421=514. Region 10, "Number of decisions issued" reads 23; the two digits are nearly touching in the scan, but the column total confirms 23.
