Seven columns: stub plus "Number of cases", two "Percentage of—" columns (Total cases closed; Total cases on docket), "Number of workers involved", and two more "Percentage of—" columns (Total number of workers involved in cases closed; in cases on docket). The stub column carries no printed heading, so cell 0 of both heading levels is empty. Row-alignment issue in the "Total cases closed" column (column 2) for the three sub-rows of "Cases closed after formal action". As printed, that column is blank on the "By settlement" line; "2.8" sits on the first line of the two-line label "By dismissal before issuance of Board / decision"; "7.4" sits on the first line of "By withdrawal before issuance of / Board decision"; and ".5" sits on the figure line of that last row. The other five columns put their figures on the usual figure line of each row. Arithmetic fixes the intended assignment, which is what I used: 15/540 = 2.8 (settlement), 40/540 = 7.4 (dismissal before Board decision), 3/540 = 0.56 printed as .5 (withdrawal before Board decision); those three plus .2 + 3.7 + .4 + 1.3 sum to the printed sub-total 16.3. So in this column the values for "By settlement" and "By dismissal before issuance of Board decision" are each printed one line lower than their own figure line. The cells rendered "(1)" are a raised footnote 1 inside parentheses standing alone as the whole cell value (no number is printed), referring to footnote 1, "Less than 0.05 percent." They occur in the last two columns for "By compliance with intermediate report" and "Compliance". "By transfer to other agencies" and "By intermediate report finding no violation" under "Cases closed after formal action" are dash rules across all six value columns, transcribed as empty cells. Hyphenated label breaks repaired: "formal ac-tion", "no vio-lation", "intermediate re-port". Minor scan artifacts, not transcribed: a small ink speck in the left margin beside "By dismissal before issuance of Board", and a stray tick immediately left of "9.9" in the "Total cases on docket" column of the "Total cases closed after formal action" row. In the last row the final value is "51.7" (the "1" prints with a worn serif resembling an "l"); it is confirmed by 124,701/241,187 = 51.7. All printed totals and percentages check out against the detail: 256+635=891, 452+88=540, 540+351=891, 100,678+15,808=116,486, 116,486+124,701=241,187. No apparent misprints beyond the ".5" roundings noted (3/540 and 5/891 both round up to .6 rather than the printed .5, but the printed values are internally consistent with the printed sub-totals).
