"Number of cases" and "Number of workers involved" are tall headings spanning both heading levels; the two "Percentage of—" spanners each cover the two columns to their right ("Total cases closed"/"Total cases on docket" and "Total number of workers involved in cases closed"/"Total number of workers involved in cases on docket"). The stub itself carries no printed heading, so cell 0 of both heading levels is empty. The two rows "By transfer to other agencies" (under "Cases closed after formal action") and "By intermediate report finding no violation" carry only dash rules across the data columns (the "Number of cases" cell of the first is blank), so all their data cells are "". Dash rules also fill the "Total cases closed" and "Total number of workers involved in cases closed" cells of the three docket rows and of "Cases pending June 30, 1938". Percentages under 1 are printed without a leading zero (".4", ".3", ".6", ".9", ".2", ".5") and are transcribed as printed. All printed totals and percentage columns are internally consistent (e.g. 1,793+463+765+51 = 3,072; 3,072+342 = 3,414; 347,619+211,334 = 558,953), so no misprint is suspected. Faint type made a few figures slightly soft in the scan — "70,588" (By withdrawal, Number of workers involved) and "261,458" (Total cases closed before formal action, Number of workers involved) — but both are confirmed by the column sums.
