Reader’s notes

p. 18. This crop is not a numeric statistical table: it is the three-column directory list printed under the section heading "D. REGIONAL OFFICES—LOCATION, TERRITORY, AND PERSONNEL" (1938 report, page 11). The three columns are (0) region number and office address, (1) territory covered, (2) personnel. No column headings are printed, so header_rows is empty. Excluded from the grid: the running head "II. THE NATIONAL LABOR RELATIONS BOARD" and page number 11; the two body paragraphs above the list ("The field examiners aid the regional director..." and "The regional attorney is the legal officer..."); the section heading itself, treated as the caption; and the printer's signature line "108817—39——2" at the foot of the page. Every cell entry wraps over several printed lines with end-of-line hyphens (e.g. "Ver-mont", "Wool-worth", "Rens-selaer", "Her-rick", "di-rector", "ly-ing", "Dela-ware"); these have been rejoined. The list is cut off by the page: it continues with Region 6 and later regions on the following page. Doubtful characters: in the Region 5 stub the mark after "Baltimore" is worn and prints like a period, read here as the comma the sense requires; likewise the comma after "Blum" in the Region 5 personnel cell. A small stray ink speck sits above the word "Region" in the Region 2 stub and another before "second" in the Region 3 territory cell; both are page dirt, not footnote markers. "Bennet F. Schauffler" is printed with a single "t" in "Bennet", as transcribed.

p. 19. This is not a numeric statistical table but a three-column list of NLRB regional offices (office/address, territory covered, personnel). The page (p. 12 of the Third Annual Report) continues the list from the preceding page, so no column headings are printed on this crop and header_rows is empty. End-of-line hyphens were repaired when joining wrapped lines (e.g. "Menomi-nee" -> "Menominee", "Mack-inac" -> "Mackinac", "Dodd-ridge" -> "Doddridge", "Guern-sey" -> "Guernsey", "Gross-man" -> "Grossman"). Doubtful readings: the Region 8 address reads "820 N. B. C. Building" (the leading 820 is a room/street number, not a footnote marker); the Region 7 attorney is set with wide letter-spacing and reads "Harold Cranefield"; the Region 11 attorney reads "Lester M. Levin". Stray ink specks in the margins and between entries (e.g. small dots at the right edge beside the Region 7 entry) are page noise, not content. The list continues on the following page.

p. 20. This page is not a numeric table but a three-column directory of NLRB regional offices (office/address; territory covered; director and attorney), continued from the previous page. No column headings are printed on this crop, so header_rows is empty. No footnotes are printed. The table continues past the bottom of the page (Region 18 is the last entry shown; earlier regions and any later ones are on adjacent pages). Row labels and cell texts wrap over many printed lines and have been joined, with end-of-line hyphens repaired (e.g. "Milwau-kee" -> "Milwaukee", "Ontona-gon" -> "Ontonagon", "De-Kalb" -> "DeKalb", "Missis-sippi" -> "Mississippi", "direc-tor" -> "director", "attor-ney" -> "attorney"). Stray marks are present in the page margins and gutters (small commas/periods beside Regions 14, 15 and 17, a faint apostrophe before "Minneapolis, Minn.", and a hand-drawn "C"-shaped mark in the right column below the Region 17 entry); these are scanning/printing artifacts or annotations and are not transcribed. Running head ("II. THE NATIONAL LABOR RELATIONS BOARD") and page number 13 omitted as instructed.

p. 21. This is a continuation page (page 14) of the three-column list of regional offices (office/address, territory covered, personnel); no column headings are printed on this crop, so header_rows is empty. There are no column rules; the three columns are set off by wide gutters. Region 19 begins at the very top of the crop, so the earlier regions are on the preceding page. Region 22 is the last entry; the rest of the page is blank (stray specks in the lower half are scanner noise, not text). Region 19 personnel cell: the print reads "Elwyn J. Eagen, di-" at the end of a line followed by "director;" on the next — an apparent compositor's duplication for "director"; transcribed as printed ("di-director") rather than corrected. Genuine end-of-line hyphens have been repaired ("attor-ney" -> "attorney", "Ros-seter" -> "Rosseter", "Mon-terey" -> "Monterey"). Letter-spaced typesetting ("S a v i n g s B a n k", "a c t i n g", "R e g i o n 20, 1095") has been rendered with ordinary single spaces. In Region 22 the surname prints with a damaged final letter that looks like "Warnei"; read as "Warner,".
