Reader’s notes

p. 174. This crop is a narrative fiscal-statement page rather than a ruled table, so some judgment calls were needed. (1) No column headings are printed, so header_rows is empty. The grid has three columns: the stub, an inner money column used only by the two Independent Offices Appropriation Act sub-items ($700,000 and 35,000), and an outer money column at the far right that carries every other amount, including all of the expenditures list (the expenditures amounts align with $40,838 / 790,838, not with $700,000). (2) The two centered subheads "FUNDS TRANSFERRED AND APPROPRIATED" and "EXPENDITURES AND OBLIGATIONS" are transcribed as label-only section lines because they delimit the two stacked tabulations; the page heading "XIV. FISCAL STATEMENT" is treated as the caption and omitted. (3) The two prose paragraphs on the page ("There was available to the Board during the fiscal year 1937 the sum of $790,838 for salaries and other obligations. This amount was derived from the following sources:" and "The expenditures and obligations for fiscal year ended June 30, 1937, are as follows:") are running text, not table rows, and are not transcribed. (4) Row 7 is an unlabeled subtotal line: the sum 735,000 is printed in the outer column under a short rule, with no row label, so its stub and inner cells are empty. (5) "1933-37" in the first row label is printed with an en dash. (6) All printed totals are internally consistent as transcribed: 700,000+35,000=735,000; 40,838+735,000+15,000=790,838; the nine expenditure items sum to 754,215; 754,215+34,313=788,528; 788,528+2,310=790,838. No misprints detected and no cells are doubtful or cut off.
