p. 57. The crop shows no column headings, so header_rows is empty; this is a short two-column list (label + single figure) set into the running text. Partial lines of surrounding narrative are clipped at the top ("Under these circumstances the list, on June 30, 1937, was as follows:") and at the bottom of the image; they are body text, not table rows, and are omitted. In the first row label, the mark after "labor organizations" prints as a dot rather than a clear comma (worn type or scan artifact); it is transcribed as the comma the list context calls for. "Regional offices" is printed with a deeper indent than the other labels, i.e. it reads as a sub-item under the "Receiving releases" line; the indentation is not represented in the grid. A horizontal rule is printed above the "Total" figure.
