270 of 329 figures sit in a row or column sum that works out. 4 cells break a sum: 'Total', column 5: prints 11, rows 'Board' to '21' add to 15; 'Total', column 6: prints 22, rows 'Board' to '21' add to 18; 'Total', column 11: prints 176, rows 'Board' to '21' add to 174; 'Total', column 14: prints 7, rows 'Board' to '21' add to 6.
Reader’s notes
p. 34. 26 printed columns. I checked each numeric column against its printed Total row; 18 of the 20 verifiable columns reconcile exactly (Number of cases 1,274; Number of workers 550,229; Withdrawn by petitioner 107; Consent election Number 179 and Workers 109,137; Recognition Number 194 and Workers 47,994; Settled 12; Dismissed 6; Certification without election 6; Elections ordered Total 67, Pending 19, Held 48; Certification 37; Refusal to certify 1; Pending 12; Cases pending Total 692, Before hearing 580, Awaiting decision 52, Awaiting compliance 60; Decisions and certifications issued 109), which gives high confidence in the column placement of the body values. Four columns do not reconcile and are transcribed exactly as printed: (a) "Transferred and consolidated" — the printed region values (regions 5, 8, 9, 12, 13, 16, 20) sum to 15, but the printed total is 11; (b) "Petitions dismissed" — the printed region values sum to 18, but the printed total is 22. These two offsets are equal and opposite (+4 / -4), so a "4" was probably set in the wrong column or one total is a misprint; by pixel position region 20's lone "4" sits under "Transferred and consolidated", between dash rules in the "Withdrawn by petitioner" and "Petitions dismissed" cells, and that is how I have transcribed it. (c) "Hearings held 1936-37" sums to 174 against a printed total of 176. (d) "Withdrawn" (under Disposition after hearing) sums to 6 (regions 10, 19, 20) against a printed total of 7. Footnote markers on the small figures in regions 19-21 are at the edge of legibility in this scan. My best reads are region 20 Withdrawn "4^5", region 21 Dismissed "3^4", and the last column's "4^6" (region 19), "61^5" (region 20), "15^6" (region 21); the raised digit in each could be another numeral. Region 19's "Withdrawn" cell may carry a small raised mark before the 1 that I could not resolve; transcribed as plain "1". Regions 6 and 15 print a parenthesised raised 1 (a reference to footnote 1) in the "Settled before hearing by—Consent election—Workers" column; transcribed as "(^1)". The Board row's workers figure prints its raised 1 before the number (¹14,474) and is given as "14,474^1". The stub heading "Origin of cases" and the tall single headings are repeated down all three heading levels. Region 19's "Awaiting compliance" cell is faint; I read it as 1, which is confirmed independently by both the column total (60) and the row total (7 = 6 + 1).
