Reader’s notes
p. 30. 28 printed columns. Column structure read from the vertical rules: the group rule over \"Disposition of cases heard\" stops short of \"Cease and desist order\", so that column is treated as a tall single heading between \"Disposition of cases heard\" and \"Cases pending\" rather than as a member of either group. Verification: I summed every numeric column against its printed Total row. All reconcile exactly (Number of cases 3,124; Number of workers 944,606; Settlement 1,003; Withdrawal of charge 422; Refusal to issue complaint 234; Transferred and consolidated 40; Settlement after issuance 15; Board 2; Intermediate reports issued 49; Cases transferred to Board Total 100 / On exception 37 / No compliance 10 / Board order 53, and 37+10+53=100; During hearing 11; After hearing 15; Intermediate report finding no violation 2; Compliance with intermediate report 6; Compliance with Board order or decision 3; Dismissed 8; Withdrawn 3; Cease and desist order 39; Cases pending Total 1,362 / Before hearing 1,276 / Awaiting intermediate report 19 / Awaiting decision 31 / Awaiting compliance 36, and 1,276+19+31+36=1,362, with Total minus Before hearing matching the three after-hearing cells in every single row). ONE exception: the \"Trial examiner\" column as transcribed sums to 152 against the printed total of 151. The values are transcribed as read, not adjusted. The off-by-one almost certainly sits in regions 11 and 12, whose Trial examiner cells are small single digits I read as 2 and 2; one of them may be a 1 (the glyphs for 1 and 2 are close at this scan resolution). Region 17's Trial examiner cell (read as 1) is the next most doubtful. The printed 151 may instead simply be a misprint. Footnote markers: the raised marker is printed BEFORE the figure in both marked cells (region 2 \"Refusal to issue complaint\" and region 7 \"Refusal to issue complaint\"); I moved it behind a caret per the convention, giving 51^2 and 6^2. The marker glyph and the second footnote's leading glyph both render ambiguously between a raised 2 and a raised 3 in this typeface; I read them as 2 because it is the table's second footnote and because footnote 2's wording (\"2 cases and 1 case, respectively\") matches exactly these two marked cells. Scan specks, not data: a stray dot precedes \"24\" in region 8 Withdrawal of charge, precedes \"11\" in region 19 Refusal to issue complaint, follows \"134\" in region 13 Settlement, follows \"1\" in region 21 On exception, and sits in the Intermediate-report-finding-no-violation column on the region 14 line. None were transcribed as characters. Region 18 has no entry under \"Withdrawal of charge\" (blank, confirmed by the column total) and no entry under \"Trial examiner\"; its lone middle value, 1, sits under \"Settlement after issuance of complaint and before hearing\". The caption (\"TABLE V.—Complaint cases by regions\"), the running head (\"SECOND ANNUAL REPORT\") and the page number (24) were omitted as instructed.
