Reader’s notes

p. 15. This is not a numbered statistical table but the three-column list set under the section heading \"D. REGIONAL OFFICES—LOCATION, TERRITORY, AND PERSONNEL ^1\" (treated as the caption and omitted; its raised 1 is the marker for the footnote below). No column headings are printed over the three columns, so header_rows is empty — the column senses (location / territory / personnel) appear only inside that heading line. The narrative paragraphs printed above the list on this page (continuing a discussion of regional staff) are not part of the table and are not transcribed. The list is cut off by the page: it ends at Region 5 and continues with later regions on the following page. Several words in the stub are printed letterspaced for justification (\"B o s t o n\", \"B u f f a l o\", \"S t r e e t\") and a few words are broken by end-of-line hyphens (\"Ver-mont\", \"Lon-don\", \"Sara-toga\", \"War-ren\", \"Se-curities\", \"Dela-ware\", \"ly-ing\", \"bord-ers\", \"Dis-trict\", \"Di-rector\"); all are joined here. \"Edward Schneider\" and \"Elinore M. Herrick\" are legible but slightly broken in the scan; Region 4's personnel cell has a stray ink mark before \"Zack\" that is not a footnote marker.

p. 16. This crop is not a numeric statistical table: it is the directory of NLRB regional offices (column 1 = region and office address, column 2 = territory covered, column 3 = personnel). It continues a table begun on the previous page, so no column headings are printed on this image and header_rows is empty. The table also continues past the bottom of this page (Region 12 is the last entry shown; Regions 1-5 are on the preceding page and later regions follow). Column rules are not printed; the three columns are set off by white space only, but the column assignment of every entry is unambiguous. Wording is as printed, including the inconsistent spelling of the Kentucky county: "Monroe Counties" in the Region 9 entry versus "Munroe Counties" in the Region 11 entry. "Lagrange" and "De Kalb" in the Region 11 entry are also as printed. Several isolated specks/dots in the margins and between entries are scanning artifacts, not punctuation or footnote markers. The page number (10) and running head (SECOND ANNUAL REPORT) are omitted as instructed.

p. 17. This crop is a continuation page (p. 11) of the list of NLRB regional offices, a three-column table (office/address, territory covered, personnel) whose column headings, if any, are printed on the preceding page; none appear on this image, so header_rows is empty. The table is one panel, not side-by-side panels. The crop holds Regions 13 through 22 and ends there; Regions 1-12 are on the previous page. All cells are text, not numbers. Row 6, territory column: the separator after "Minnesota" is printed as a colon ("Minnesota: Douglas County, Wisconsin"); every other entry in the table uses a semicolon between states, so this is very likely a misprint (or a broken semicolon in the scan) for "Minnesota; Douglas County, Wisconsin" — transcribed as printed. Several words are set with letterspacing for justification ("C u s t o m h o u s e", "J o s e p h", "S a m u e l", "K a n s a s"); these are written closed up. End-of-line hyphens have been repaired (Chi-cago, Ma-coupin, Shel-by, Missis-sippi, Ma-con, Di-rector, Bro-derick, Act-ing, Thur-low, Hor-ton, Fran-cisco, Elec-tric, Sav-ings, At-torney). "St. Joseph,Elkhart" is printed without a space after the comma in row 1; a normal space is written. The running head, the page number 11, and the printer's signature line "27708—37——2" at the foot are omitted.
