Complaint cases by regions

p. 45. 25 printed columns. The stub carries no column number; the 21 region rows are labelled only with a numeral under the section line "Region:". Verification performed: every column was summed against its printed total, and every region row was checked against the internal identity (number of cases = settlement + withdrawal + refusal + transferred + consolidated + settled after issuance + hearings held + hearings to be held + enjoined) and against (hearings held = disposition of cases heard + intermediate reports pending + decisions pending). All 24 numeric columns reconcile exactly with the printed totals and all rows reconcile internally, EXCEPT the two items noted below. (1) "Number of workers": the printed entries as I read them sum to 159,626, which is 720 less than the printed total 160,346. The single cell that would close the gap is region 10, which I read as "24,194" but which would reconcile exactly if it reads "24,914". I have transcribed it as I read it ("24,194"); this cell should be re-checked at higher magnification, as the discrepancy is either my misreading or a typesetting error in the source. (2) Region 7, "Number of cases" (17) is one less than the sum of its own disposition entries (18); this is explained by footnote b ("Two cases consolidated"), which is attached to the Board hearings figure in that row and in the Total row. Cells read with lower certainty (all were resolved so as to satisfy both the printed column totals and the row identities above, which gave a unique or near-unique answer; they are listed so they can be spot-checked): - Regions 5, 6 and 12, columns "Total"/"On exception"/"No compliance"/"Board order" under "Cases transferred to Board". The four narrow columns are tightly set and the thin column rules are easily mistaken for the digit 1. Values entered: region 5 = 10/4/5/1; region 6 = 5/2/1/2; region 12 = 1/1/blank/blank. - Region 12, "Case and desist order issued" (entered 1) and "Total" under cases transferred to Board (entered 1): on first reading these looked identical to region 11's values (3 and 6), i.e. the line above, which the totals rule out. - Regions 4 and 5, last column "Cases transferred to Board; decisions pending" (entered 1 and 5). - Regions 5, 6 and 8, columns "Dismissed"/"Withdrawn". Headings: the rotated heading over the last column of "Disposition of cases heard" is transcribed as printed, "Case and desist order issued"; the standard Board term is "Cease and desist order issued" and the scan may simply have dropped the "e". The heading "Trial examiner" is printed with a broken "n" and renders as "examiuer"; I have transcribed the intended word. Possible specks, not treated as footnote markers: a small mark follows "51" in region 13's "Number of cases" and follows "3" in region 13's "On exception" column. Only footnote markers a and b are printed under the table, so these are almost certainly dirt; the column totals (865 and 45) reconcile with the plain values 51 and 3. A dash rule in a cell has been transcribed as an empty string throughout.
