Reader’s notes

p. 36. Five printed columns: stub plus Cases and Workers involved under "Number of—", and Total cases and Cases closed under "Percentage of—". The stub has no printed heading (only a stray ink dot), so the stub cells in both heading levels are empty. Footnote markers are small raised letters printed immediately BEFORE their values in the body: superscript a before 40,354 (By settlement, Workers involved), superscript b before 5,514 (Cease and desist orders, Workers involved), and superscript c before 1,068 (final Total, Cases). Following the stated convention they are written after the value behind a caret. The raised letters are smudged in the scan — a and c in particular read as small blobs — but the footnote block below the table is lettered a, b, c in order, which fixes their identity. Dash rules ("--------") appear in the Total cases and Cases closed columns for the four "By issuance of decisions" sub-rows, and in the Cases closed column for "Injunctions issued restraining Board from further action" and "Cases pending"; these are transcribed as empty cells. Percentages under 1 are printed without a leading zero (".5", ".8") and are kept as printed. The two 100 entries in the final Total row are printed as "100", not "100.0". All printed totals check out against the columns as transcribed: Cases 201+113+19+331+6+68+44+286 = 1,068; Workers involved sums to 240,865; the decisions subtotal 68 and 10,745 match their four sub-rows; Total cases percentages sum to 100.0 and Cases closed percentages to 100.0. The scan is 1-bit and the digits 6/8 and 5/6 are the usual risk pair, but these internal sums leave no ambiguous digit unconfirmed.
