p. 23. This page is a three-column directory list (office and address / territory / personnel), not a numeric table; the cells hold text only. No column headings are printed, so header_rows is empty — the only heading on the page is the section caption "D. REGIONAL OFFICES—LOCATION, TERRITORY, AND PERSONNEL", which is omitted per instructions, as are the running head and page number 17. Each region's three cells are set as parallel blocks of justified text with wide inter-word spacing; wrapped lines and end-of-line hyphens have been rejoined (e.g. "Ver- mont" -> "Vermont", "Mid- dlesex" -> "Middlesex", "Appraiser's S t o r e Building" -> "Appraiser's Store Building", "Schauf- fler" -> "Schauffler", "Hunting- don" -> "Huntingdon", "Dunb'ar'" -> "Dunbar"). Region 5, personnel column: printed as "Bennet F. Schauffler Director; Jacob Blum, Attorney." with no comma after "Schauffler" — a likely misprint, transcribed as printed (every other entry reads "Name, Director;"). Region 6, personnel column: the surname shows stray ink above and after the "b" ("Dunb'ar'"); read as "Dunbar," with a comma, consistent with the other entries. Spelling of the given name is clearly "Ernest". Region 3, territory column: a stray comma-like mark sits after "New York State" before "except"; read as a comma. Region 4, territory column: a stray tick mark appears in the left margin beside the line "in New Jersey; New Castle"; it is page dirt, not a footnote marker. Scattered specks elsewhere in the margins are likewise dirt. Region 4, territory column: "Atlantic" is followed by a stray mark that could be a comma plus speck; read as a comma. Similarly "Ocean" is preceded by a stray mark. The lower third of the page is blank, so the list as printed on this page ends with Region 6; it presumably continues on the following page, which is outside this crop.
p. 24. This is a continuation page (printed page 18, running head "FIRST ANNUAL REPORT") of a three-column list of NLRB regional offices: office/address (stub), territory served, and regional personnel. No column headings are printed on this crop, so header_rows is empty. The table is wholly descriptive; it contains no numeric data. The table continues past the bottom of this page: the last row shown is Region 13, and the series evidently runs on to further regions on the following page. Spelling as printed, not corrected: Region 9 reads "Monroe Counties" while Region 11 reads "Munroe Counties" for what appears to be the same Kentucky county; one of the two is a misprint. Region 12 and Region 7 give the same Michigan county list, with Region 12's phrased as "Counties in Michigan." Minor typographic details: the Region 8 and Region 9 stub entries end with "Ohio" and no terminal period as printed (other stubs end with a period). Several lines carry stray ink specks in the margins (e.g. before "Region 10" and "Region 9, 1004") that are page artifacts, not punctuation; a stray tick mark appears in the third column under "ney." in the Region 7 row. In the Region 9 territory cell the printed text reads "south. of" with a speck after "south"; transcribed as "south of".
p. 25. This page continues a directory-style table from the preceding page (it begins mid-list at Region 14); no column headings are printed on this crop, so header_rows is empty. The three columns are: office/address (stub), territory covered, and personnel. The Region 16 territory cell is followed by leader dots after "Texas", which were dropped per instructions. Spelling as printed differs between rows for the same Missouri county: Region 14 prints "Calloway" while Region 17 prints "Callaway"; both transcribed as printed. In the Region 16 personnel cell a stray raised mark appears after "Elliott," which looks like a scanning artifact rather than a footnote marker, so it was not transcribed. Several small specks in the left and right margins are scan noise, not table content. The lower half of the page is blank.
